Why do you think it is a permissions problem? (nothing in what you have
written in the message indicate a permissions problem, so maybe you forgot
to tell us something?)
Does your ISP allow you to run a webserver? It is possible that they block
port 80?
You say that you can access it from within you intranet, but not from
Internet. This sounds like a firewall is blocking port 80. Either you do
this in a firewall you control, or your ISP do this, to prevent you from
running a webserver.
