Hi,
IIS is not dependent on a static ip to be used. But, if your ip changes, and
you must update the DNS-server, it can take a day for this to be changed all
over the world. So hosting a website with a static IP is not the best thing
you can do (but it works).
Will you host the website with a dial-up connection? You know that you must
be online for everyone else to see your website? And the bandwidth is
probably not good enough to host a website. But sure, it works, but it will
not be fast...
