Post subject: Allow Web Services

How do I configure Apache to allow
communication with the outside world via web services. I know how to
actually create the web service on the server side and the web
service
client on the client side via Perl. They work perfectly on other
servers which I do not administer...but not on the Linux server that
I
laughably must configure myself. I have searched a lot and have not
found any help.
