Howdy Daniel,

I've been doing this for over twenty years and I still don't know how to get
people to relax and express themselves publicly. You are up against a
number of problems:

1. Biggest is called "Stage Fright". Very few can handle talking in front
of an audience. That's a HUGE one on the Internet. For every 100 to 500
people reading, you can expect one to post.

2. Getting on Spam Lists. They do not want to make their E-Mail address
public and the forum must ensure they can use a "handle" or post
anonymously.

3. Most people have trouble with reading comprehension and are very poor
writers. They know they can't spell well and have forgotten what little
they learned in school about grammar.

4. Very few can touch type. Typing a whole paragraph is tedious looking
for one key at a time.

Try making it clear that how people type things is not important and what
they have to say is what counts. Then cover that everyone are considered
friends and abuse won't be tolerated. Strongly recommend a moderated forum
so people know only friends messages will appear. That means posts get
delayed a little but the resulting quality is worth it.

This would've been a good time to insert the location and topics you
are generlly dealing with. Could a reason also be that a great deal of
discussion board users do really use them for interacting but only to
stand on their soap box. On the other hand, we need to get out more
interact face to face in real situations, ie. sports, social, church -
mosk or temple, and leisure. If the workplace has a coffee room,
that's also a good place to interact.
