IE 3 was the only version of IE to have an option in preferences to
disable stylesheets. The option is still there in more versions of IE, but
it's not in preferences -- you have to dig about in the registry to toggle
it.
In "HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main" there is
a value called "Use StyleSheets" (if there isn't, it can be created). If
it's set to "yes" then CSS is enabled. If it's set to "no" then CSS is
disabled.
(Considering setting it to "no" on all the PCs at work to encourage the
switch to Firefox)
