Microsoft IIS has a free product called "URLScan" which is pretty neat,
which can filtered out possible url trying to hack the server.

Wondering if there is such a similar product for Apache + PHP?

I would imagine you could accomplish the same or similar with the rewrite
engine...

Until now I haven't find a product on Apache doing this, but I'm sure there

sells everything for far more £$ than ordinary people can afford.

Can you find an equivalent tool on Unix ? If there is one, it less popular
than MS URLScan which every MS admin know it.

I'm sure I saw one. It came with a free add-on that changed your usenet
top-posts to bottom-posts. Could be useful.
