How do you trace the IP address of an abusive emailer? It appears that
he is mailing from a computer with a static IP as the IP address
captured in the email headers has not changed over the last three
months. I did a tracert and a ping (none of his ports responds, that I
can tell). I also looked him up in domainwhitepages.com, which told me
his ISP. There is no web page at the IP address.

Note that it can be a zombie, ie. a captured computer. Complain with the
ISP.

You can not get the persons personal information without going through the
court to obtain a subpoena, which is then served on the service.
Complain to the service provider.<!-- ~MESSAGE_AFTER~ -->

ISP of the abusive emailer.
