I work in web design office and we have this re-occurring issue where
changes to the stylesheet stop being shown in the testing browser.

It begins working again after we reboot the server.

This leads me to believe that the server is caching the stylesheet at
some point and deciding that that's the version it will render.

Anybody else see this before?

Any advice?

Check that compression isn't enabled, and if it's the case, edit the
metabase entry of the compression filter to see if, by mistake, someone put
*.css in the extension list. Again, if it's the case, remove it from the
metabase
