IIS Started But Localhost Not Running

Have you change any permission in the box ?
I assume you running IIS5.0, verify your settings with this kb.

You can use filemon & regmon (sysinternals.com)
to help you trace it.

Start here:

Why do I get a 500 Internal Server error for all ASP errors?

Post the full error message with ID number, and try resynching the IIS
password using synciwam.vbs.

Now do a test, if you add iusr and iwam to administrator group.
do you see any error ?

if no, remove users from group and use filemon & regmon to trace.

If you are getting access denied, try this:
ensure you don't have a script blocking anti virus software running; if so, turn off script blocking
go to www.sysinternals.com and download filemon and regmon; best tools available when trying to track down ACL issues
