Speaking of E-Commerce

Is there a big market for e-commerce site generating software?......I'm
wondering how viable it would be for me to create a visual basic app that
would take a users input and create a shopping cart system based on the code
I've been using for the last couple of sites I've done.....
Would something like this sell?.....

They have most of the basics worked out except: they are still working ( or
struggling) with the European bit, and so far fail to understand ( in the
Ecommerce side) the sheer importance of a loyalty discount and external
variables which trigger the various VAT or Tax rates when applicable. And do
it in PHP.
