Post subject: Sites not starting

I recently rebooted my machine my company's SBS2003 box and when it started the IIS sites were not started. i tried to manually start them and got the following dialogue box error: "The process cannot access the file because it is being used by another process"

This only happened to websites on port 80. If i change the port number to something else, they work. I then checked the event log and found two entries in the system log relating to this. I will paste them below:
