I found a great domain to make a raffle site. Thing is which payment site
allows raffle sites? I looked at paypal and 2checkout and both do not allow
it. Anyone know of a place that allows raffle sites?

You might want to just look for other raffle sites and see who they are
using to accept online payment or what they are doing in this regard.

It could be a toughie to find somebody... the problem really stems from what
you are selling and the nature of the internet.

Examples:
Bad Buyers:
Lets say you are raffling off a new car - The car is worth $30,000 and you
are selling tickets for $50. I buy 20 tickets for $1000...
Scenario 1: I win the car. I am happy, I just got a car for $1,000
Scenario 2: I don't win the car, so I get a chargeback on my credit card or
cancel payment. You don't get my $1000 and the CC company doesn't get its
transaction fee.

Bad Sellers:
Lets say you are raffling off a new car - The car is worth $30,000 and you
are selling tickets for $50.
Scenario 1: The dealership will sell you the car for $15,000 to raffle off.
If you manage to sell more than that in tickets you'll actually buy the car
and give it away. If you dont' sell that much in tickets you'll either
cancel the raffle (for some reason or other) or proceed to the next
scenario.
Scenario 2: The car doesn't exist, you sold about $50,000 in tickets and
you'll just make up somebody as the winner (or use a trusted friend/family
member, giving them a cut of the proceeds)

The problem here is that there are so many ways for people to commit fraud
with this (either buyer or seller) and then there are all the legal problems
that could arise too (a raffle might not be legal everywhere or might have
different regulations in different states/countries, etc)... all things that
could come back and bite the credit card company on the ass with chargebacks

Yes I thought about this. The "things" I wanted to raffle are domains... Buy
a good domain and raffle it off... thought about it when I seen the raffle
domain...<!-- ~MESSAGE_AFTER~ -->
