Most registrars will have a branded "under construction" or "coming
soon" type page as a default page for you until you set up your own
DNS or a hosting package with them. It's free advertizing for them.
If you want a "for sale" page or contact info, you *should* be able to
get that for free with your paid registration as well (most places
offer online management, free email redirection, free domain
redirection, free parked and for sale pages, etc.) Places that charge
for "for sale" pages may offer free redirection services, so you can
just point that to a page on another site, a friend's site, or free
hosting service and you can control the content that way.
You shouldn't have to pay more than $10 for this for any .com, .net.,
or .org domain. Some country codes like .tv and .ca are more
expensive.
WARNING: Stay away from the "Domain Registry of Canada" (DROC) and
"Domain Registry of America" (DROA) and Enom. They charge more than
double what the others charge, and have been on several government
sites and in court for misleading business practices and domain
slamming (http://www.ftc.gov/opa/2003/12/domainreg.htm).
