I need a master merchant account which would allow me to sign up high risk merchants like casinos.
Expect sales of over 4-8 million a year, so you can see why I want this.

Example:
Somebody finds me a master merchant account and they bill me 4%, I can then mark it up to my
customers and charge them say 6%, thus making 2% off all their sales as long as they stay with that
processor.

It's like an affiliate fee but its constant. It sounds easy but it cannot be in the USA or Canada.

Also must have a good backend so the master merchant ( me ) and the client ( whoever ) can track
their balances, sales and chargebacks.

Let me know if you have a good relationship with an offshore bank that can process these
transactions.

They are considered high risk as they are for many customers of mine that operate casinos and I
would like the opportunity to sign them up through me and make my cut.

I do not want to have to do much as far as processing although I am also open to the option of
third party processing as well.

Herc

Do a search on Google for offshore merchant accounts. Then see if they have
a reseller, independent contractor or referer program. You can also become a
ISO if you have the money to pay Visa/Mastercard to become one. You can then
get the merchant account at a wholesale rate and mark it up from there.

Here are some examples (I don't know anything about these companies):
