I recently set up IIS on one of my machines at home so that I could
distribute some files to the outside world. I think I've figured out how to
make the service run how I want it to (display a directory of the files I've
stored). I can access it from my LAN by typing in its outside OR inside IP,
yet other people outside of my LAN have no way of accessing it. I have the
port "80" forwarded on my router. My network is set up so that I have a main
computer that gets its internet via wireless, this main PC shares the
internet to a small group nearby via a network bridge. Can anyone help me
here?

Check if your ISP actually blocks port 80 or not. many do.

Most likely it's either a problem in your routing or your ISP is
blocking port 80.
