Missing: XSL ISAPI Filter

What happened to the XSL ISAPI Filter? I've found a bunch of articles referencing it, even a MS bug page, but all of the links come up dead.

If anybody knows why this tool has vanished, where it has vanished to, or where I might find a mirror or copy lingering, I would really like to know.
