Has anyone found any Java-based utilities or code to modify the Apache
configuration? I need to write something that will modify (parts of) the
apache configuration (httpd.conf) and then re-start the server so that the
changes are recognized.

Thanks.

There are a number of tools to do such things, why you need one in
Java? And why you need a tool to modify a file that can be easily
modified with an editor?

Because it needs to be part of a weblogic application. After the
modifications the weblogic app will call a process to restart the apache
server.

I found Java code to accomplish this. It's in NetLoony
(http://netloony.sourceforge.net). Thanks for your interest.<!-- ~MESSAGE_AFTER~ -->
