On the Windows Task Bar, right-click -> Properties -> Start Menu Tab ->
Customise Button -> Check the "Show Administrative Tools on Start Menu"
option. Then you should be able to see "Administrative Tools" group on the
Start Menu under Programs.
Otherwise you need to go through Start -> Settings -> Control Panel ->
Administrative Tools (which is a bit of a hassle...)
