IIS 5.1 Install Hangs at SMTP config XP

I removed NAV from my machine,
rebooted,
unchecked the IIS box in Add/Remove Components to make sure it was removed,
rebooted, and
reinstalled IIS.

It still doesn't seem to work and hangs in the same place.

Any other suggestions I might try?

how are the ACLs (security) at c:\inetpub\wwwroot? NAV changes this...

Run eventvwr.exe and the system and application sections might tell what's
