FTP server doesn't work after upgrading from Windows 2000 ..

Post subject: FTP server doesn't work after upgrading from Windows 2000 to XP

I am booting an embeded controller from Windows 2000 workstation. I am trying to upgrade to Windows XP. I can get the ftp server setup on XP without any problem, but after the controller download the first file, it is unable to get the second file. There is nothing in the ftp logs that even shows that it tried to get the second file. The same setup works fine on Windows 2000 or on Windows XP using a third party ftp server. It just doesn't work using Windows XP's server.

Does anyone know why XP is different from 2000?

If you manually, use command prompt ftp tool to get the first and second
file, no problem ?
if ftp log doesn't show anything on second file request, you might want to
debut the controller program.

The embeded controller boot rom uses ftp to first get the operating system. Then the operating system get more files as part of its boot process. This process has been working smoothly with Windows NT 4.0 and Windows 2000. It suddenly does not work with Windows XP. Does anyone know what changes Mircrosoft made to the ftp server in XP? And is there any way to change the behavior back?

What does IIS ftp log file say ?
and FYI XP Pro max can support 10 inbound connections.

The fpt logs do not show the second request for a file at all. I think that I have found the problem. Something called QoS Packet Scheduler service was causing the problem. I am not sure exactly what it is, but it was not running on the Windows 2000 machine. As soon as I turned this off in the network connection's properties, eveything works like it did in Windows 2000.
