In the IIS MMC bring up the properties of the FTP site, on the 'Home
Directory' tab you will need to put a check next to 'Write'. Then on the
NTFS permissions of the directory listed in the 'Local Path' you will need
to make sure that only the user you wish to be able to upload files has
write access, all other users should have only read access.
Now when users log on to the site only the user with NTFS permissions to
write to that directory will be able to upload files there.
Please note that there is no way to secure FTP log-ons. As such, a net
work sniffer will be able to capture FTP passwords.
You may want to consider WebDAV and SSL to securely upload files.
