| I cannot restart my Web server after repalcing the NIC. I
receive the following error. "The service could not bind
instance 1." I only have one Web site running on this
server. When I stop IIS, and do a netstat, port 80 is
still listening. What else could be using port 80?

There are several third party utilities that you can download, that will
tell you what is running on port 80. I have listed two URLs below:

Or, an easy way is to write "netstat -ao" in a cmd prompt, and then look up
the PID in Task Manager.

The netstat -ano is for XP only, I used a third party
product from Foundstone.com, 'Fport', that identified the
process using port 80. Killing the process did the
trick. Thanks
