I have having an issue on one of my sites.

My users cannot download EXE files while using SSL. If we remove the S from
HTTPS we are fine and the download goes through. Obviously this is not a
good fix.

I have tried the following.

Adding/Removing MIME Types for EXE as both Octet-Stream and x-Download
Changed the virtual Directory permission to be Scripts only, and NONE
Checked local folder permissions, set from FULL CONTROL to READ ONLY.
Tried opening the server Web extensions to basically allow all.

It seems that this is just part of the lock down of IIS, but I cannot find
out what is going on.

I have been through David Wang's Blog and through the web. I have tried everything
I can find.

Has anyone seen this before and can point me in the right direction? This
is holding up a major migration off a failing server.
