Actually they made a mistake.

Actually, I gave you incorrect information. I have requested
clarification, and learned that you can transfer the name as it nears
expiration. (But not within 60 days after registration) I apologize
for the confusion. I believe you must have accidently cancelled the
transfer in an email link. I suggest you attempt to transfer the name
again.
