You'd have to either register your own DNS server with a registrar (like
Network Solutions, Register.com, etc.), have your ISP still perform DNS
functions for you and just point the WWW host record to your IP, or transfer
your domain to a registrar/hosting provider that will allow you to modify
your own host records.
