I decided to retire a few years ago. Now a friend of a friend has asked
me to do a site and I have agreed. But I have no idea what the going
rates are. Can someone give me a ballpark idea for the Pacific Northwest
area?

Somewhere between $25 and $125/hr, depending on the language, expertise
required, developer's experience, what the user wants and about 996 other factors.

It's really wide open.
