Creating Online Poll

We're having a photo comp in another ng where I'm a regular. I've used an
online photo album for posters to upload their photos, now I'd like to
create a poll.

I've used PollMonkey in the past but this time I'd like to show thumbnails
of the photos on the polling page.

Can anyone suggest a site that offers this or a piece of software to do it -
needs to be free or dirt cheap as this is only a 'fun' thing.

Should have added that it will be set up on a Windows 2003 Server with
SqlServer, not MySql - I don't mind php as long as it can connect to MS
SqlServer.
