Cost of maintaining empty shell partnership

I need to register a business mainly to invest in overseas to gain faveable
tax rate. I don't need to file GST/PST, to employee tax etc, sales tax etc.

Anyone knows the true cost of starting and maintaining a empty shell
partnership in USA or Canada? I can choose which ever is cheaper.

Here is the research I did. please correct me, if I am wrong

in USA:
EIN (Employer ID #) $0
Partnership Name Registration, or Doing Business As: $25-$100 one time fee
Buinsess Checking: very low, or free
Buinsess Credit: very easy as long as partners have good credit history.
This one is confirmed.


in Canada:
BN (Business #) $60 per year
Partnership Name Registration, or Doing Business As: $60 per year
Buinsess Checking: Very high
Buinsess Credit: Very difficult.


So looks like an US partnership will cost $60 one time fee and Canadian one
will cost $60 per year.

I've got a business number, and haven't had to pay any additional fees
for it after the original registration cost.
