Are you running in IIS5 Compatibility Mode (i.e. you upgraded from W2K) or
are you running in Worker Process Isolation Mode?
The fact that you say that IIS6 is "crashing" suggests you're running in
IIS5 Compatibility Mode, and likely from an upgrade.
One fast thing you can try is to run IIS6 in its native Worker Process
Isolation Mode, which is resiliant to crashes that would normally bring down
IIS5. Check out the F1-help in IIS Manager UI on how to do this.
Then, you will need to start investigating what exactly is crashing and why.

The real problem is that IIS appears and says it's
running but it's locked up and no websites can be
accessed. It has to be stopped and restarted. It has
happened 8 times now and there is no clear pattern.
