Sorry pal, thats most of what you are going to get. Trouble is two fold.
1. The 'recognised' top web hosting companies, particularly in this group,
are also the ones that would not meet your requirements - unless they make a
special effort to radically alter the way they do business. Reason is that
most of them exclusively use a control panel set up which precludes
optimisation of the server in the way you want - if I read your post
correctly.
2. Most people have their 'favourite' host, they are happy with, usually
because the host has meet their needs, and while that is fair enough, what
you want may not necessarily be met by the same host. Tere are a growing
number of hosts these days that know their way around a control panel,
automated set up system but wont or cant manually make adjustments to meet
individual users needs.
I suspect you really need to talk with a sysadmin rather than a webmaster.
Better if you find one who is both. (self plug there:-)
Sugest you look around, check out web hostingtalk.com and do a search on any
you come up with to see if there are any negative comments. You could also
ask back here when you have some names.
You will find what (I think) you want not so easy to get. Most hosts these
days do not like to give out too much control.
If you do not have any luck you can always contact me direct, we may be able
to help as we use native (non control panel) servers as well as some of the
best systems in the industry. However, I would prefer that you look around
first - you may easily find what you are looking for

A better place to start, if you have not already done so would be to write
down a 'complete' list of your requirements. That way it will be easier for
both you and a potential host to evaluate your needs and identify if they
can be met or not.
It would also make it a lot easier for those in this group who have the
knowledge to point you in a good direction. The 'best' host may not be the
*best* one for you because they do not provide what you need.<!-- ~MESSAGE_AFTER~ -->
