The Configure usage analysis page is not available on my server. How do I make it appear.

The server has the Frontpage 2002 extensions installed. It has SQL server 2000 installed with Service pack 3 and MDAC 2.8 with the update. Still, nothing in the sharepoint administration tool about usage analysis. What am I missing.

I've been reading documentation and KB articles for two hours about how to configure something that is just supposed to be there. Nothing in any of those articles says what to do if the option does not appear.
