BITS install error

When I install BITS server compontents I got error (0x8007041D) while
regsvr32 register bitssrv.dll (The service did not respond to the start or
control reqest in a timely fashion). Also stops Exchange services, and of
course BITS not installed. Should I increase timeout IIS services - how can
I do that? Additional information - see below detail sequences from
bitssetup.log.
installed software:
w2k sp4, IIS+lockdown+urlscan,SUS server, ISA 2000, Exchange 2000,Symantec
AntiVirus Corporation Edition 8.01; machine is attached to AD domain.
