Advise to promote Website

Hello,
I own a traffic exchange program and need advise on the best way to promote
it. I have a small budget, but am willing to spend a bit of cash to start
with to get the word out.
Has anybody here ever had a start page exchange and can offer me some
advise.
I am in the process of getting paid traffic and have a few sign ups, but I
want to get a lot more. I have found banner advertising to be useless.

You are trying to compete in a very crowded market and I think that unless
you come up with a new gimmick your chances of success are slim to none.
Also your sales pitch is not very compelling.
