Make sure system has full control on the root of the drive where windows is installed. And, make sure the IISADMIN service is not being
run under a specific user account, but the Local System Account, and interact with desktop is not checked. If needed, download
filemon from
www.sysinternals.com, run it, then try and start the service, and then stop it. Look for access denied, and what is trying
to access what.
