ASP worker process only running at 50% cpu

We have just set up a new server running Windows Server
2003 (IIS 6) and have an asp web app that kicks off
threaded processes. The problem I'm having is that the
process (running under w3wp.exe and user IWAM_MachineName
which is a member of IIS_WPG) will only utilize 50% of the
cpu. If I kick of 2 or more threads this goes to 100%
(which is desired). My question is why is the thread
being throttled? I want it to run at 100% even if just
one thread is running (faster response to user). I can
not find any setting where a throttle has been applied.

This did not happen on the old server (windows server 2000
IIS 5).

Any help would be greatly appreciated!

Hi John,

I'd suggest whether you have set some configuration about the throttling.
You can also check the event viewer or IIS log to find any related error
message. It will be greatly appreciated that you tell me that.
