Thanks for the KB articles Tom, unfortunetly after some time working on
these I'm not much closer to a solution than I was when I started.
The problem is with the security permissions for the IWAM account, if I set
the IIS process to low or add the IWAM account to the administrators group
ASP works. I've verified the NTFS and Registry permissions as per this KB
article (nearly all of them were at their default settings however I did
reset a few):

And attempted to reset the NTFS permissions system wide as per this article:

However was unable to as the security configuration & analysis snap-in
returned the security templates as corrupt (I tried both defltsv.inf as well
as some of the others; I also tried pulling a copy of the template from
another machine that is working).
Tried ntfilemon again, this time through a restart of the IIS Admin service
(+ all dependancies) and after parsing through the log file wasnt able to
find anything useful/related.
Best I can tell it's a permissions issue for the IWAM account; however I'm
at a loss as to where the permissions issue is stemming from.
Any other suggestions?
