I am using the IISADMPWD page from IIS 5.0 to allow remote users to change
their password. Recently, domain users have been receiving the following
message while domain admins are able to use the utility to change their
password. I figure this is a rights issue, but have been unable to narrow it
down. I have tried to verify everything using MS Article 271071 but with no
luck. This utility works on my exchange server, so I figure it is not domain
related, but related to something on this particular server.

Error: General access denied error

Are you going through OWA or straight to the pages?
If you change the application protection to Low do you get the same
behavior?
Is the app mapping (.htr) mapped to ism.dll?
Is URLScan installed?
