Hello,
On one of our development servers we are experiencing a
500: Server Error [00-0013] when the friendly error is
taken off the explorer. We cannot load either htm or asp
pages. We can open a file through explorer but not through
the IIS. It will not translate the document...!

The 13 subcode is server too busy. What does your event viewer show?

Did u get a chance to look at event viewer?
Could u check app as well as system event logs.

Look into ISAPI Dlls or rather check the Master Web server properties for
Isapi filters are loaded or not.
