403 error

I'm adding a page into a web site. When I then redirect the default page I
get a 403 error- 'not authorized to view this page'. In Internet Services
Manager the asp file that I just copied to the folder doesn't show up.

I had this a couple months ago when I was doing the same thing, after going
around and around it finally showed up, but of course I had done so many
things that I don't know what fixed it. This time I've not accidentally
found that thing.
