This problem seems to be with how that report generator creates its report
files, which affect the ACLs on the files.
You may be able to help by making the user's folders or its root folders
"inherit permissions" and give IUSR read access, but once again, if the
report generator creates those folders and turns off ACL inheritance, you've
got no alternatives to access those report files as IUSR. You will really
have to look at whether this report software works for your configuration.

Not the server person so see if I can explain this.
We have a Win2k server with SP4 and IIS5. The server is logged on as
Adminstrator and runs another piece of software which users can access and
signon through, that means they get onto the server as annonymos users.
Everything is fine except that we create reports on the fly which get saved
as html pages. These reports are saved in a folder specific to the user
logging on.
Once the report is generated it is automatically displayed on the screen,
here is where we get a 401.3 error saying the "Access Denied by ACL on
resource". The report has been created in the folder fine but will not allow
us to read the html after.
I have noticed that the html generated does not have inherit permissions
ticked or the annonymos user in the permissions, as soon as I tick inherit
permissions I can access the file fine.
