Please advise if this is the wrong discussion thread for this question. I have exhausted all vendor support explanation for this problem:
The OS is Windows 2000; SP 3 with the latest security patches installed. IIS is at version 5.0 and IE is 5.5 or greater. Both the LMS and the courseware reside in SQL 2000 databases and are two logically separate sites,(training.clayton.net;qk.clayton.net respectively).
The LMS (an SQL database) requests courseware from the SQL database. The request fails to open a new IIS session on the first attempt about 50% of the time. The courseware always launches by 3rd attempt. The courseware is a module in an LMS course, runs perfectly once it launches, and keeps/passes data to the LMS. There are NO other problems with other courseware.
A failed attempt to open the courseware results in the following error message:

AICC Data cannot be received. Most likely your machine is behind a firewall.
Please retest from a machine that is in a DMZ or has an open connection to the internet.
